
Wanda J. Rogers is a proud 26-year resident of the City of Bowie, Maryland, and a dedicated public servant committed to strengthening the community she calls home.
Wanda currently serves as a Council Member At-Large for the City of Bowie, having been elected with the second highest number of votes citywide—second only to the Mayor. Her strong electoral support reflects the confidence residents place in her leadership, accessibility, and commitment to delivering results for every neighborhood in Bowie.
Before serving on the City Council, Wanda built a distinguished career with the U.S. Department of the Treasury, Bureau of the Fiscal Service. During her tenure, she achieved several historic milestones: becoming the first African American to serve as Deputy Commissioner, the first African American woman selected into the Senior Executive Service, and the first African American Chief Disbursing Officer for the United States. In these senior executive roles, Wanda helped oversee the nation’s financial operations, ensuring integrity, accountability, and excellence in managing public funds.
Her federal executive experience shapes her approach to municipal governance—grounded in fiscal responsibility, operational excellence, transparency, and strategic planning.
In addition to her public service, Wanda has demonstrated strong leadership in the business and nonprofit communities. She is a Realtor and the Office Manager for her family-owned Independent Real Estate Brokerage. She is the Immediate Past President of the Greater Bowie Chamber of Commerce, where she worked to strengthen partnerships between local businesses and the broader community. She also previously served as Chair of Delta Foundation, Inc., advancing charitable and educational initiatives. Wanda is a proud member of Delta Sigma Theta Sorority, Inc., continuing a lifelong commitment to service, scholarship, sisterhood, and social action.
As a municipal leader committed to excellence in governance, Wanda has enrolled in the Maryland Municipal League Academy for Excellence in Local Governance to further strengthen her effectiveness in ethical leadership, policy development, and strategic decision-making.
Known for her accessibility and persistence, Wanda prioritizes engaging directly with constituents, attending neighborhood meetings, and collaborating with residents and stakeholders to move Bowie forward. She believes local government works best when it listens.
For more than two decades, Wanda has invested in Bowie not only as a public official, but as a neighbor and advocate who loves her city.
Wanda is a dedicated community leader. Her interests and activism span both community and political
involvement. In addition to her role of City Council Member At-Large, Wanda has served as, the President of the Board of Directors of the Greater Bowie Chamber of Commerce, Vice President and Treasurer of the Board of Directors for the Arc of Prince George’s County Inc. She served Treasurer for the Highland Park
Community Development Corporation. She was the Chair of the Delta Foundation, Inc. During her tenure she re-branded and re-vitalized the 501 (c)3 nonprofit. She is a member of the Community Association of South Bowie
representing the family business. Wanda is the “winning” campaign manager for Maryland District 23 State
Delegate Kym Taylor’s 2022 campaign.
Wanda holds a MGA in Human Resource Management from the University of Maryland and a BS in Business
Education from Rider University (NJ). She and her husband are college sweethearts. Together they are the proud
parents of three adult daughters, two sons-in-law and the grandparents of four which includes their grand dog.
